I used wallpaper liner over paneling and then painted over the liner. I first primed the paneling and filled in the grooves with joint compound then applied the wallpaper liner. It was designed to be painted over. It worked really well. Good luck!

I used Standard lining paper in the UK to cover old victorian lathe & plasterd walls. I Hung the paper leaving 1 to 2mm gap between the paper joints. I then applied a thinned coat of eggshell. When dry I filled the joints with joint compound, which I lightly sanded smooth. By Using this method, you avoid the risk of lapping the paper which will show through your final finish. You need to apply the thinned coat of paint, as if you fill straight onto the lining paper and then sand it, it will fur up and give an uneven finish.

There are two ways to do the wallpaper with out the seams showing. One is to butt the paper, a second is to over lap and with a sharp razor knife, using a level or long ruler, cut through both layers to get a perfect seam.
